e-OSCAR (Online Solution for Complete and Accurate Reporting) is the automated system credit bureaus use to communicate disputes to furnishers and receive responses. When a consumer files an FCRA §611 dispute, the bureau typically sends an electronic ACDV (Automated Consumer Dispute Verification) request via e-OSCAR. The furnisher's automated systems often respond with "verified" without human review.
The Cushman v. Trans Union ruling (3rd Cir. 1997) established that bureaus' obligation to conduct a "reasonable reinvestigation" requires more than parroting whatever the furnisher's automated system says. When a bureau verifies via auto-ping alone, an MOV demand under §611(a)(7) typically reveals the weak verification procedure.
